A Florida bail bondsman, Russell “Bruce” Moncrief, has been arrested and charged with serious offenses, including human trafficking and racketeering, after allegedly coercing women to engage in sexual acts in exchange for their release from jail.
Moncrief, 75, owner of Moncrief Bail Bonds in Cocoa, is accused of exploiting his position to target female inmates facing prostitution and drug charges.
According to the Attorney General’s office, he offered to post bail for these women, demanding sex in return.

In some instances, he allegedly arranged for them to be sold to other buyers after securing their release.
The arrest affidavit details chilling methods Moncrief used to manipulate his victims. He reportedly employed coded phrases to communicate his demands, including instructing one inmate to call him and state that she would “wash his car and lick his eyebrows” to secure her release.

Once bailed out, women alleged that Moncrief continued to exert control over them, threatening to revoke their bonds if they did not comply with his demands.
Attorney General Ashley Moody described the situation as a “sickening scheme,” emphasizing that Moncrief preyed on vulnerable individuals within the criminal justice system.
Moncrief was arrested by the Orange County Fugitive Unit and is currently being held without bond.
He faces multiple serious charges, including three counts of human trafficking for commercial sexual activity, one count of racketeering, and one count of unlawful use of a two-way communications device. If convicted, he could face up to 125 years in prison.
