63-year-old nursing home resident has been arrested and charged with murder after authorities say he strangled a fellow patient to death inside a long-term care facility near Toledo.

Police identified the suspect as Roscoe Gilmore Jr., who was taken into custody Tuesday at Heritage Village of Waterville, a 90-bed nursing home specializing in patients with behavioral health and memory conditions such as dementia and Alzheimer’s disease.

The victim, 53-year-old Kimberly Moore, was discovered unresponsive by staff with a towel still wrapped around her neck. Court records show she had “severe bruising to her face and neck.” She was pronounced dead at the scene.

In a statement to The Blade, Heritage Village confirmed that Moore was found “unresponsive and deceased” but declined to provide further details, citing medical privacy concerns. “We are all very saddened by this event,” the facility said, adding that it is cooperating fully with investigators.

Waterville Mayor Tim Pedro described the killing as an “isolated incident” that followed an altercation between the two patients. He noted that Gilmore has a history of psychiatric issues.

Gilmore appeared before a judge Wednesday and was ordered held at the Lucas County Corrections Center on $1.5 million bond, $1 million for the murder charge and $500,000 for the strangulation charge. His preliminary hearing is set for October 2.
