Following the arrest of a Pennsylvania man who was suspected of sending his neighbor violent and graphic threats, law enforcement feels a terrible tragedy was avoided.

Dylan Bish, 19, was taken into custody by Koppel Borough Police on March 13, after investigation revealed a series of graphic and violent notes allegedly addressed to a female neighbor. Authorities described Bish as a “potential serial killer” in a Facebook statement announcing the arrest.

The investigation into this case started when the victim reported receiving handwritten messages containing disturbing content. One note detailed Bish’s alleged intent to “dismember” the woman with a chainsaw and expressed his “sexual desires with her corpse.” Bish also claimed to have killed 20 women and declared his neighbor as his “next victim,” according to police.

In a police interview, Bish reportedly admitted to an obsessive fixation on the woman and confessed he would not stop until she was “dead.” He allegedly described in detail plans to “dismember her this summer in the woods.” Authorities said Bish’s disturbing fantasies extended beyond the notes, with his statements reinforcing concerns of an imminent threat.

Adding to the reports, Bish told officers he was studying criminal justice and forensic science to better understand law enforcement operations and evade detection.

The case began in November 2024, when the victim found the first note in her home. While less graphic, the message apparently contained her name and Bish’s phone number in an attempt to start contact. However, subsequent communications got more violent.

The second note allegedly mentioned dismembering her body and “eating her brain.” It also contained details about her home, including a reference to vinyl records visible through her apartment window. These specific observations led authorities to believe the suspect had been surveilling the victim.

By March 10, the case escalated when police received a text message from Bish’s phone, intended for the victim. The text reportedly described her as his “next victim” and included explicit threats to “smash her skull.” Authorities also received a graphic video depicting a person being skinned and restrained.

Using the phone number, email accounts, and IP addresses, investigators traced the messages back to Bish. During questioning, Bish allegedly confessed to sending the notes but claimed his statements about killing 20 women were false. He reportedly said he was “lonely” and seeking a relationship or friendship with his neighbor.

Police credited the swift investigation with potentially preventing a homicide and the emergence of a serial killer. “Given the numerous homicidal details during Bish’s interview, this arrest may have stopped a potential serial killer in the making,” the Koppel Borough Police stated.

Bish is currently held in Beaver County Jail on a $1 million bond. A magistrate judge has ordered a mental health evaluation before any potential release. Bish faces charges including stalking, making terroristic threats, harassment, and anonymous harassment. His preliminary hearing is scheduled for March 28.
