Trump to give each American Adult $5k if Republicans maintain Congress

​U.S. President Donald Trump has pledged to issue a $5,000 payout to every adult citizen in the country, provided the Republican Party maintains control of both the House of Representatives and the Senate in the upcoming November midterm elections.

​The proposal carries an estimated price tag of $1.3 trillion for the nearly 270 million adult Americans. Speaking at a Republican convention in Dallas, Texas, Trump offered few details regarding the logistics or funding of the initiative, stating only that recipients must spend the cash domestically.

​”If the Republicans win the House of Representatives and the United States Senate, both of them,” Trump said, “I will issue a dividend to every adult citizen in the United States of America for $5,000.”

​Trump added restrictions on where the money could be used, telling the crowd, “We don’t want you going to Canada to spend the money. We don’t want you going to China, to Germany. You got to spend the money in the United States of America.” The White House has not clarified how the federal government would monitor or enforce those spending restrictions, and Trump did not specify if he would seek congressional authorization for the funds.

Vice President JD Vance defended the plan, linking the payouts—which Trump dubbed “Trump Dividends”—to revenue generated from federal tariffs on foreign goods.

​”What the president is talking about is fundamentally a dividend for American workers,” Vance said during an appearance on Fox News, adding that he did not view the concept as controversial.

​Trump previously proposed $2,000 payouts funded by tariffs, though those checks were never issued, no legislation was passed, and no federal dividend system exists. Additionally, the Supreme Court ruled in February that most of Trump’s tariffs were unlawful.

​Opposition Democrats dismissed the latest announcement as an “empty promise.” Former Republican strategist and pollster Robert Moran noted the timing of the proposal, which comes less than two months before an election where the president’s party historically loses congressional seats.

​”It is an extraordinary promise, and I’m not sure where that money is going to come from – but it is campaign season,” Moran said.

The proposal arrives as rising U.S. prices create economic pressure on households. Inflation has mounted alongside ongoing military conflict involving the U.S., Israel, and Iran. Iranian retaliation has disrupted traffic through the Strait of Hormuz—a transit point for roughly a fifth of global oil and liquefied natural gas—causing global energy price fluctuations.

​Prior to his Dallas speech, Trump told supporters that oil prices would not fall and the conflict would not conclude until after the midterms, maintaining that brief economic strain is necessary to stop Tehran from securing nuclear weapons.

​The proposal has also raised legal questions regarding federal laws that ban financial incentives aimed at influencing votes. However, legal analysts suggest the pledge falls within normal campaign guidelines.

​New Mexico attorney John Day told the Associated Press that the proposal is legal because it functions as a broad campaign promise to all adult citizens rather than a direct payment to specific individuals in exchange for votes. An election law expert noted to the New York Times that the proposal is protected under the First Amendment.

​In the U.S., Congress holds the constitutional authority over federal spending. The midterms on Nov. 3 will decide whether Republicans maintain their majority in both chambers.
