Former Minister for Sanitation and Water Resources, Cecilia Abena Dapaah, has taken legal action by filing an affidavit at the High Court challenging the second order issued by the court.

This order was aimed at confirming the seizure of funds discovered in her home by operatives of the Office of the Special Prosecutor (OSP) and the freezing of her bank accounts.

The OSP had previously filed a motion on September 11 to investigate the monies, which were suspected to be tainted property.

The entire ordeal began on July 24, 2023, when the OSP seized $590,000.00 USD and GHC 2,862,007 from Madam Cecilia Dapaah’s residence.

This action followed a news report in the Chronicle newspaper, alleging that some individuals had stolen $1,000,000.00 USD from her home.

However, on August 31, 2023, an Accra High Court presided over by Justice Edward Twum dismissed the OSP’s initial attempt to confirm the seizure and freeze of Cecilia Dapaah’s assets, citing concerns that the properties might be considered tainted.

In compliance with the court’s order to return her properties within seven days, the OSP announced on September 5, 2023, that they had done so but later re-seized the assets, stating that they were necessary for ongoing investigations and to prevent potential loss or concealment.

In response, Cecilia Dapaah filed an affidavit opposing the motion for confirmation of the asset freezing and seizure, denouncing the OSP’s actions as “absurd” and based on false allegations.

She contested the OSP’s claims regarding her husband’s involvement and the ownership of the seized money.

Dapaah demanded a retraction of the OSP’s statements and an unqualified apology, warning of legal action if her integrity continued to be damaged.

The OSP’s application was scheduled for October 18, 2023, in the High Court. However, Cecilia Dapaah’s lawyer, Victoria Barth, has applied for an expedited hearing on October 11, 2023.
