Putin declares martial law in annexed regions of Ukraine

Putin's order gives the police three days to offer detailed suggestions.

Vladimir Putin, the president of Russia, imposed martial law on Wednesday in the four regions of Ukraine that Moscow had annexed.

He also granted further emergency powers to the governors of all Russian provinces.

Putin said his directive would go into force on Thursday but did not immediately outline the procedures that would be followed. His order gives the police three days to offer detailed suggestions.

Putin said in a televised statement that they are working arduously to resolve extremely challenging large-scale tasks to assure his country’s security force’s return safely, and they should offer support for frontline workers or those undergoing training at fire ranges.

“We are working to solve very difficult large-scale tasks to ensure Russia’s security and safe future, to protect our people,

“Those who are on the frontlines or undergoing training at firing ranges and training centers should feel our support and know that they have our big, great country and unified people behind their back.” Putin said in televised remarks at the start of a Security Council meeting.

Putin’s decision to implement martial law in the four regions was scheduled to be swiftly approved by the upper house of the Russian parliament. Draft legislation suggests it may include travel and public gathering limitations, more stringent censorship, and increased power for law enforcement organizations.

Additionally, Putin omitted to elaborate on the additional authority that his decree would grant to the leaders of the Russian regions.

“In the current situation, I consider it necessary to give additional powers to heads of all Russian regions,” he said.

In order to improve communication between various government departments in dealing with the war in Ukraine, which he continued to refer to as a “special military operation,” the Russian leader also authorized the creation of a Coordination Committee.
